Position Summary

The Human Resources (HR) Manager is responsible for directing multiple human resource activities of the organization. These responsibilities include benefits administration, recruitment, and establishing personnel policies, procedures, and practices, ensuring compliance with both internal and external regulations. The position is also part of the 403(b) retirement administration committee. The HR Manager will work with the GSA Diversity, Equity, and Inclusion (DEI) Associate Director in assisting with GSA staff integration of DEI into the GSA workforce and workplace. The HR Manager reports directly to the GSA Executive Director.

The position is part-time (up to 20 hours per week) with limited benefits. GSA headquarters is located in Boulder, Colorado, but our staff conducts business through a variety of hybrid work schedules, including remote telework, flex hours, and in-person staffing. The HR Manager will be expected to navigate that environment in serving staff needs. The selected candidate may conduct some business remotely but regular hours will be required onsite.

Key Knowledge, Skills, and Abilities

  • Human Resources generalist with 5+ years management experience in a professional environment;
  • Bachelor degree or higher in Human Resources field;
  • Prefer SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential;
  • Exceptional interpersonal skills including active listening, coaching, and the ability to inspire a positive corporate culture;
  • Able to research and develop new HR policies and procedures based on organization requirements;
  • Excellent written, verbal, and non-verbal communications skills and strong problem-solving skills;
  • Proven time-management abilities and project management skills;
  • Working knowledge of Microsoft Office Suite and the ability to learn iMIS (Association Management System).
  • Ability to use Google Workspace Suite.
  • Comfortable with virtual meeting platforms including administering virtual meetings.

Other Requirements

  • Extensive computer work—six or more hours per day; multiple projects and multiple deadlines that may create a demanding work environment are standard.
  • Must be fully vaccinated from COVID. Note: Medical or religious exemption may be considered.

Salary range is $32.74–49.11/hour based on experience. Benefits include 403(b), PTO, Wellness /IT benefit, and sick leave.
