Duties of Officers and Panel Members

Chair

1. The Chair is the chief representative (ambassador) of the Division. The Chair deals with matters affecting the Division (or delegates someone else to do so) that are not the specific responsibility of various committees or members of the Management Board.

2. The Chair has responsibility for all Division activities at the GSA Annual Meeting. Although planning for some activities is shared with other Division officers or appointed representatives, the Chair is responsible for seeing that deadlines and other requirements of GSA are met. The Chair finds someone (often the Past Chair) to prepare a promotional poster or booth at the Annual Meeting.

3. The Chair serves as the Division Representative on the Joint Technical Program Committee, which plans the technical program of the GSA Annual Meeting. The Division Representative and Conferee (First Vice Chair) have responsibility for organizing the technical sessions and for negotiating and making final decisions about schedules, program content, and other matters that may come up during the Annual Meeting.

4. The Chair formally communicates with the Division membership at least four times during his or her term: in the "Message From the Chair" for the March Newsletter, in a blanket email message asking for nominations for the Easterbrook Distinguished Scientist Award and the Farouk El-Baz Award in February, in a blanket email message asking for nominations for the Management Board, the Panel, and the Kirk Bryan Award in mid-September, and in a less-than-five-minute address at the Division Awards Ceremony.

5. The Chair appoints the Historian and, in consultation with the Past Chair, selects the two members of the Panel who serve on the Election Nominating Committee.

6. The Chair chairs the nomination committee for the Easterbrook Distinguished Scientist Award.

7. The Chair serves on the committees that evaluate the Mackin-Howard Award applications, the Cole Research Award proposals, and the Distinguished Career Award nominations.

8. The Chair appoints Ad Hoc Committees to deal with issues that require more time, effort, or continuity than can be provided by the Management Board at the Annual Meeting. The Chair facilitates communication between the Ad Hoc Committees, the Management Board, and the Division membership.

9. The Chair, in consultation with GSA Headquarters, writes an article about the Division for publication in GSA Today. 10. The Chair works with the Newsletter Editor/Webmaster to insure that information in the Division Newsletter and on the Division Web Site is accurate, informative, and up-to-date.

11. With the assistance of the Division Secretary and the Newsletter Editor/Webmaster, the Chair responds to inquiries and requests for information from GSA, Division members, and other individuals and organizations.


First Vice Chair

1. The First Vice Chair plans Division-sponsored events for the Annual Meeting during which he or she is Division Chair. The First Vice Chair should be aware that all events at the Annual Meeting, particularly field trips, require long-range planning; the Division should encourage members to propose events such as Pardee sessions, topical sessions, discipline sessions, field trips, and short courses to insure that there will be events of interest to Division members at the Annual Meeting. This can be done at the previous year's Awards Ceremony as well as through a blanket email sent out shortly before the deadline.

2. The First Vice Chair serves as a conferee on the Joint Technical Program Committee for the Annual Meeting.

3. The First Vice Chair is the Chair of the Farouk El-Baz Desert Research Award Selection Committee.

4. The First Vice Chair is a member of the committees that evaluate the Mackin-Howard Award applications, the Cole Research Award proposals, and the Distinguished Career Award nominations.

5. The First Vice Chair oversees preparation of the Distinguished Career Award, which consists of an engraved plaque and bronze plate attached to a momento of special significance to the award winner. The First Vice Chair also arranges for presentation of the award at the Awards Ceremony at the Annual Meeting.

6. The First Vice Chair works with the Newsletter Editor/Webmaster to insure that information in the Division Newsletter and on the Division Web Site is accurate, informative, and up-to-date.


Second Vice Chair

1. The Second Vice Chair chairs the Mackin-Howard Award Committee and selects the four at-large members to serve on that committee.

2. The Second Vice Chair is a member of the committees that evaluate the Cole Research Award proposals and the Distinguished Career Award nominations.

3. The Second Vice Chair works with the Newsletter Editor/Webmaster to insure that information in the Division Newsletter and on the Division Web Site is accurate and up-to-date.


Secretary

1. The Secretary manages data and communications related to the election of officers and Panel members (see text under Past Chair's duties), the Kirk Bryan Award, the Distinguished Career Award, the Mackin-Howard Awards, the Farouk El-Baz Award, the Easterbrook Award, and the Cole Research Award. The Secretary insures that all interested parties related to the committees involved in making these awards, particularly unsuccessful candidates, nominees, and applicants, are kept informed of the progress and decisions of the various committees. To increase efficiency, a few of the above duties are handled by the chairs of the various award committees. Email (and message attachments) has made most of these tasks vastly less time consuming than was the case a few years ago.

2. The Secretary chairs the committee that selects the winner of the Kirk Bryan Award, which consists of the Secretary and the Division Panel.

3. The Secretary is the de facto chair of the committees that evaluate the Cole Research Award proposals and the Distinguished Career Award nominations.

4. The Secretary prepares and distributes copies of the agenda for and the minutes of the annual Management Board Meeting. He or she also prepares a short report on the status of the Division for the Newsletter, Web Site, and the blanket email message sent by the Chair in September. The Secretary submits an annual Report to GSA Council that summarizes the status of the Division. Approximately five weeks prior to the GSA Council meeting, which is usually in early May, the Secretary sends copies of the annual Division report to the Executive Director and the Division representative. The report, which is limited to three pages, generally is a condensed version of the minutes of the most recent Management Board Meeting plus items and events that postdate the Management Board Meeting.

5. The Secretary works with the Newsletter Editor/Webmaster to insure that information in the Newsletter and on the Web Site is accurate, informative, and up-to-date.

6. With the assistance of the Chair and other officers, the Secretary responds to inquiries and requests for information from GSA, Division members, and other individuals and organizations.

7. The Secretary maintains and, when necessary, updates the document describing the Duties, Policies, and Bylaws of the Division. The Secretary sends a copy of the most recent version of the document to each newly elected officer and Panel member in November of each year.

8. The Secretary organizes and retains Division information, correspondence, and other documents pertaining to his or her term in office. The Secretary asks for similar information from each member of the Management Board as they leave office. At the end of his or her term the Secretary transfers the Division files to the incoming Secretary and/or the Historian.


Treasurer

1. The Treasurer manages Division finances, arranges for disbursements of Division funds (actual disbursements are handled by GSA), and reports on finances at the Management Board Meeting at the Annual Meeting and to the Division Membership in the Newsletter, on the Web Site, and in the blanket email message sent by the Chair in September.

2. The Treasurer is responsible for recommending the amount of monetary Division awards. The Management Board determines the amount of each award, balancing long-term growth of funds with maintaining awards at attractive levels. An exception is the amount of research funds available to the winner of the Easterbrook Distinguished Scientist Award; this amount is determined by the Panel (in consultation with the Management Board and GSA) in the year of the award, after reviewing the proposal submitted by the Easterbrook Award winner.

4. The Treasurer handles all space and refreshment requests for Division activities at the Annual Meeting.

5. The Treasurer coordinates with GSA Headquarters to make sure that engraved plaques are prepared for presentation to the winners of the Kirk Bryan Award, the Distinguished Career Award, the Farouk El-Baz Award, and the Easterbrook Distinguished Scientist Award at the Awards Ceremony at the Annual Meeting. The Treasurer also checks to be sure that all award certificates are inserted into walnut plaques for presentation at the Awards Ceremony. The Treasurer picks up all certificates and plaques from GSA at the Annual Meeting and brings them to the Awards Ceremony.

6. The Treasurer serves on the committees that evaluate the Cole Research Award proposals and the Distinguished Career Award nominations.

7. The Treasurer works with the Newsletter Editor/Webmaster to insure that information in the Newsletter and on the Web Site is accurate, informative, and up-to-date.


Newsletter Editor/Webmaster

1. The Newsletter Editor/Webmaster gathers, edits, and formats information of interest to Division members for the Newsletters mailed to Division members in March and September of each year. The Newsletter Editor/Webmaster works closely with GSA headquarters staff and the Management Board to insure that Newsletter content is accurate and that Newsletters are published on schedule.

2. The Newsletter Editor/Webmaster gathers, edits, formats, mounts on a server, and provides links to information of interest to Division members on the Division Web Site. The Newsletter Editor/Webmaster works closely with GSA headquarters staff and the Management Board to determine the scope and format of the Web Site and to insure that its information is accurate, informative, and up-to-date.

3. The Newsletter Editor/Webmaster, with help from the Secretary, prepares an inexpensive flyer listing winners of all Division-affiliated awards. The flyer is distributed at the Awards Ceremony. In 1998 and 1999, 300 copies were sufficient, in 2000 about 400 were needed.

4. The Newsletter Editor/Webmaster takes photographs of award winners at the Awards Ceremony to appear on the Web Site, in the Newsletter, and/or in GSA Today.

5. The Newsletter Editor/Webmaster maintains an archive of past Division Newsletters in hardcopy or electronic form. 6. As time allows, the Newsletter Editor/Webmaster works with the Management Board toward the goal of making the Web Site the primary vehicle for information exchange among the Management Board, Division membership, and GSA. Such exchanges could include nominating, balloting, and submitting of award applications on the Web Site, photos of the annual awards ceremony, and far more comprehensive information about Division activities and Quaternary geology and geomorphology than can be published in the Newsletter.


Past Chair

1. The Past Chair is the chair of the Election Nominating Committee.

2. The Past Chair works with the Newsletter Editor/Webmaster to insure that information in the Newsletter and on the Web Site is accurate, informative, and up-to-date.


Division Panel Members

1. Members of the Panel serve on the committee that selects the winner of the Kirk Bryan Award. The Secretary chairs the Kirk Bryan Award Selection Committee, but does not evaluate nominated publications unless there is a tie.

2. Members of the Panel serve on the committee that selects the winner of the Easterbrook Distinguished Scientist Award. The Panel selects one of its members to chair the Easterbrook Distinguished Scientist Award Selection Committee. As part of their duties on the Selection Committee, members of the same Panel that selects an award winner review the research proposal submitted by that award winner and determine the amount of funds to be made available from the GSA Easterbrook Fund for the research outlined in the proposal. Review of the proposal must take place within one year of the winner accepting the award at the Awards Ceremony. This means that the three Panel members who completed their terms the previous year will be reviewing the proposal and that the three new Panel members will not be reviewing a proposal until the second year of their two-year term.

2. Panel members contribute information to and review the Newsletters and Web Site on a regular basis to insure that information in the Newsletter and Web Site is accurate, up-to-date, and of interest to the membership.

3. Members retiring from the Panel are obligated to nominate one publication for the Kirk Bryan Award before the 1 December deadline in the year that they retire.

4. Panel Members may be asked by the Chair to serve on the Election Nominating Committee, which is chaired by the Past Chair.


Historian (ex officio)

The Historian is an unofficial (not included in the Bylaws) but voting member of the Management Board. The Historian must have previously served as an officer of the Division. The Historian is appointed by the Chair of the Division in consultation with the Management Board.

1. The Historian provides continuity and institutional memory to the Division, particularly to the present Management Board, by recounting past Division policies and procedures, compiling information about the Division, and writing documents that outline or comment on various aspects of the history of the Division.

2. The Historian maintains and updates lists of all Division members (and non-members) who have served on Division committees, panels, and management boards.

3. The Historian works with the Management Board to develop a practical Division policy on the long-term storage of Division records. The Historian makes most decisions about what records to keep and where to keep them.

4. The Historian maintains contact with senior members of the Division, particularly those who have been active in Division affairs. Occasionally, the Historian solicits from these members written comments on past Division activities or policies, perspectives on issues or research topics in Quaternary Geology and Geomorphology, and memorials or career summaries of deceased Division members, particularly members who were not honored with the Distinguished Career Award.

5. The Historian works with the Newsletter Editor/Webmaster to insure that information in the Newsletter and on the Web Site is accurate, informative, and up-to-date.
